Are you saying you owe eBay money?
Hard for other members to help you without basic details (no personal information)
If you do indeed owe eBay money (as the heading could suggest) then I doubt you will be able to post anything for sale until you pay, or they recover the money from you by whatever means
If that is not what you mean by monies owed to eBay
Have you fully completed sign up to Managed Payments and been verified to sell?
Or
Are you trying to list something that is not allowed to be listed (a restricted or prohibited item?)
And item where you are asking for a price over the limit for a new seller?
Are you trying to list it for sale overseas?
We need something to go on, as with so many possibilities, other members can only 'guess'
