If you paid via PayPal then suggest to the seller to log into PayPal and select the refund button.

refund question

If you bought through eBay, the seller should be able to refund through the eBay transaction. Depending on the time since purchase.

I suggest you advise the seller to use eBay. If they won't, open a formal dispute. If you are still within the required timeframe.

refund question

You can open a case for Not as Described. Since the seller is overseas, their only option is to refund you, unless they send you the postage for returning the part (unlikely).

I can't think why they would want your email address unless they intend to take the discussion off platform which is suspicious. Do not give it out, and you don't need to go back and forth with them - just open the case. Don't let the seller try and delay things.

If you are out of time on Ebay, you can do so in Paypal.
