Global Shipping Program stating an item is restricted

why is it that when someone gets a bargain on ebay that the Global Shipping Program states that the items are on the restricted list and than they refund you the money and resell in there store and when you try to contact the section doing this ebay has no phone contact where customers can contact them directly, i bought empty prefume bottles and they are saying that could be on restricted list, last time this happened i contacted the australian authories on this and told that the items Global Shipping Program said were restricted to come to australia were not on any australian restricted list only on Global Shipping Program restricted list and if you look at what is restricted it could be everything that you buy and has nothing to do with that coutrys restricted lists, last time this happened ebay said that they have no control over Global Shipping Program but they use ebay so why is it they have no control as what business would let someone have that sort of control on a business. DOES ANYONE HAVE THE ADDRESS AND CONTACT DETAILS OF THE Global Shipping Program IN AUSTRALIA SO CAN PASS IT ON TO OUR ACC TO INVESTIGATE,
