why is it that when someone gets a bargain on ebay that the Global Shipping Program states that the items are on the restricted list and than they refund you the money and resell in there store and when you try to contact the section doing this ebay ...

hi I bought some Toy Action Figures for $28 and paid for it straight away and now the seller is stating that made a mistake and postage is $19.70, can they do this
