Do you mean you bought it 3 weeks ago and it hasn't arrived yet?
First contact the seller, and if the seller is unresponsive (wait a few days, some people don't go online every day) you can open a case after the last day of the estimated delivery (you have 30 days on eBay and 180 days in PayPal if you used it to pay).
