Why "without signing in"? You seem to be signed in right now, so it shouldn't be a problem. Or did you use another account for which you have forgotten the password, or maybe a guest account?
If you have purchased 2 items and only received one, first contact the seller, and if the seller does not help open a case for "item not as described" (NOT "item not received").
