How do I return faulty item when seller is ignoring my messages?

I recently bought a heated vest for my elderly mother, for Mothers Day.

When she tried to use it, it wasn't working. I visited her the following week thinking she didn't know how to use the item, but I could not get it to heat up. I contacted the seller, let them know it was faulty, but havent heard back, after numerous messages.   Ebay sent me a standard email saying they will step in if the matter is not resolved. That was weeks ago.  What are my options?

This post concerns me a little to say the least.

 

You say a heated vest, is it heated electrically?  Not a great idea for an older person. 

 

What do you know about the seller and the safety of their products?

 

Maybe lucky it did not work...........
