When you say you 'complained to eBay' do you mean you actually opened an actual item not received dispute, or did you just send eBay a message?
You need to follow the correct process, and follow through with it

Opened an item not received dispute with EBay after a struggle to find an area to post this complaint. Was informed that after today I would receive a refund if seller did not respond. Seller has at no point since original order had any contact with me. I'm just trying to get my money back from an unscrupulous seller or EBay and since there seems to be no direct place to sort out this issue have had to post on this complaint.
Once again, posting on the member to member forum is NOT contacting eBay, and will not be seen by eBay.
You have a 'direct place' , you say you opened a dispute and you need to follow through with it.
That is how do what needs to be done
There is nowhere else to 'post a complaint' because you do that by opening, and following through with opening the appropriate dispute
The seller does not need to contact you for you to follow through with the dispute you say you opened , that is your responsibility to do
If you do not follow through with it, eBay see that as meaning you and the seller have reached an agreement and will close the case in the seller's favour
So follow through with it
Posting on these boards, does not equate to contacting or complaining to ebay.
No one here has your money, nor will they be responsible for refunding you in anyway.

If the seller does not respond to the request, you have to ask eBay to step in. I don't remember how many business days sellers have to respond, I think 3 or 4. You should be able to ask ebay to step in soon, and you probably already can. Look at your case and see if there is a link to ask eBay to step in.
