seller is a relatively new seller to ebay with only a low score and the item is pick up but they want payment before the item is picked up and i am a bit worried about this.

You need to explain that there is no paypal protection for pick up items, and cash is the safest way to pay for both buyer and seller, plus there are no PP fees involved, if they have concerns, refer them here and we can assure them that it is best to accept cash on pick up.
Do not pay until you are able to see the item and confident it is as described.
