As a buyer, how can I view and print a tax invoice for an item purchased on eBay?

unless it says "Tax Invoice" then it is not a tax invoice.

The 'printer friendly view' does not say "Tax invoice".

Hope ebay fixes this.

I personally believe PayPal should be legally obliged to provide an invoice when they accept payment, since surely accepting payment makes you a reseller.

eBay, can't really automatically put Tax Invoice on each sale and itemise the 10% GST. E.g. I am not a business, so when I sell something of mine on eBay I am not charging GST. But they could put an option in there for businesses that are charging GST...

They can and should put tax invoice on any sale from an international seller since ebay is now required by ATO edict to charge and pay the GST for that item. Hence ebay is the tax invoice agent for all such purchases.
