Sold a brand new/in box item.
Buyer stated that upon receiving that item was bad and broken???? - asked me to allow return item/refund - I said no as non-return item.
Buyer contacted eBay and eBay told me item was cancelled and funds refunded and that buyer would return item.
To date, have received no return item (now a NOT brand new in box item but a used item hahah) after six weeks
can't find any way to message eBay apart from going though the annoying bot they have to block and challenges to their operations.
Help appreciated.
No returns only apply to change of mind returns.
eBay will require you to refund if the buyer claims damaged through an Item Not Described case, which appears to be the case.
You are required to provide the buyer with a return label, at your expense, within eBay stipulated timeframes if you want the item returned. If you don't, when the buyer escalates eBay will automatically close the case in the buyers favour and refund from your money.
If that is the case, you have no resort. The buyer might be a scammer (no proof - you have no idea what happened between despatch and receipt) but you have facilitated them by ignoring their NAD case.

To answer your question in the title, you can contact eBay by using the "Help" hyperlink at the bottom of the page... then click on the blue " Contact us" button.
There's no point in contacting them about the scenario you have described, though. They'll just echo what you already know and have also just been told. That is, of course, unless you want to hear the same thing again
