Since February 2021 and my order has not arrived and as I contacted the seller he promises me and does not fulfill the promise and I have all the messages between us

It's far too late to do anything about it now, eBay gives you 30 days after the last ETA and Paypal gives you 180 days past the purchase date. Sellers promising replacements/refunds often don't fulfill those promises and only make them to get you past the time you can claim.

Put it down to experience, I hope it wasn't for too much money.

When using any online platform, it's always best to read the instructions and rules.

I don't understand why you would leave it so long without looking into the options that were available to you.

As padi says, it's now too late. You had 6 months to open a case for a refund in PP.

Unfortunately it is a common tactic to make buyers wait and wait with empty promises so that when they finally realize they have been scammed they cannot open a case any more.

The maximum you can wait is 180 days since the date of purchase to open a case in PayPal. After that, you really don't have any options. If the PayPal money was withdrawn from your cc, you could try a cc chargeback, but after 6 months a cc chargeback is unlikely too.

I hope the item was not very expensive...
