can a seller cancell transaction @ give refund without asking buyer? reason given was minor damage to item?

They can refund but should tell you why and you can ask for photos of the damage to verify their story.
BUT they can not cancel the sale unless they send an agreement to mutually cancel for you to agree too.
If they can not supply proof of the supposed damage then DO NOT agree to any mutual cancellation request and leave neg feedback to warn others they renege on sales.
A lot of seller use lies when an item sells for less than they want for it.
