not received my item seller relisted

Hi there,

i am not received my item seller relisted for higher price witout cancel transaction and refund item sold i opened case and stiil no refund seller ignore my emails i am very disapointed it is not fee. I want shopping but not trust to anyone now because ebay not doing anythink. Paypal to, if seller re sold item why paypal not holding this payment to first payer because case open and we not get in anything because the seller not holding money from paypal account.

My son to, he not received item $329 reported to ebay item re sold paypal not get to refund from seller he lost $329 i am very angry. Because he works 1 week to pay this payment. Vhere is buyer rights? Ebay get in pay and buyer lost. It is normal?

I am seller to but i am never relist item before refund or cancel transaction. 

I want to new  rules for seller to this,

Seller can not relist item before refund to buyer, if relisted ebay will cancelled.

Please change or add new ebay rules for protect buyers, because we want shopping with comfortable.
