why do i get extra 10% extra charge on Paypal?

I'm getting an additional 10% extra charge on Paypal. This only happen on 2 transactions. The description says "eBay Australia & New Zealand Pty Limited". The extra 10% doesn't show up on eBay's Purchase History too. What is this charge for? And why does it only apply to certain transaction?

It is the 10% GST that ebay collects to remit to the ATO.  It only applies to overseas transactions of low value....under $1000.
