i think this is an annoyance tactic used by big sellers to avoid their responsibility because the would know that a certain percentage of customers would give up their case at this point!
Is Ebay aware of this?
Any comments?

It makes you wonder what kind of evidence they expect in return in those cases. (Funnily enough, I once received a message from a buyer who claimed that there were missing items from their order, and she sent a photo through of the pack to show me it didn't contain the full quantity in there. o.O )

Just reading the OP my comment would be that the buyer is wanting the sellers to take her word that there is something wrong with her item.
My question is....why should they?
The only reason I could think of for saying a photo is pointless is if the item is electrical and the motor does not work. That might be hard to photograph.
Please clarify why you think sellers are being annoying when they request photographs, otherwise it just looks like you are trying to get a few freebies.

I'm currently talking with Trevor Morris' people re: scoring the films, as his stuff would be a great match for the epicness of an in-depth exploration of mild annoyance, and now I've got a theme song too. 😄
If I can just get George RR Martin to script (who else could write about such devastating loss), and Joss Whedon to direct, I'll be set.
