Hi, I need help as there is no way to report a transaction anymore, or request that an eBay representative call me, which I managed to do once around a year ago. I bought an item from a seller who didn't send it so I messaged and asked if there was a tracking number. They replied saying that their supplier has delays and asked if it would be alright if they sent it in 4 weeks (which would be after they had been paid by eBay). It is clearly a scam but I can't find out how to report it and open a dispute resolution case with eBay.

You need to follow the correct process, within the time limit
The option to report most certainly is still available, with a time limit like it always has been
If it is more than thirty days since the last estimated delivery date, you have left it too late to open an item not received dispute through ebay
A seller cannot scam a buyer, unless the buyer chooses not to use the tools provided by eBay to protect themselves
You do not need to do what the seller tells you, nor go along with their games, nor speak to ebay
You open the dispute and follow through with it
Where is the seller registered?
What is their feedback like?
How did you pay?

eBay should have a clearly displayed & easy to use Money Back Guarantee... oh wait...

As soon as the estimated delivery date has passed, open an Item Not Received case. Buyer will have 3 days to respond/ upload tracking. After 4 or 5 days you can ask eBay to step in if things have not been resolved to your satisfaction ( refund given!).
No need to deal with seller or eBay as process is automated.

To open an INR:
Go to your purchase history and find the item.
To the right of the item will be a button saying " more actions" - clicking on that will show a drop down menu.
Click on " I didn't receive it".
