He has sent me five emails asking for feedback for something I bought a few weeks ago. The last email said "I will have to contact eBay about people not leaving feedback for items".
I have used ebay for 10 years. I leave feedback. Sometimes I take a bit of extra time to leave it because I don't live online. But I am loathe to leave it when a seller nags me for it. I feel further disinclined to leave feedback for this one because actually the item was dirty, but I can't be bothered getting into it. I have better things to worry about.
How do you get sellers out of your face when they do this, politely and within the rules?

Where's my feedback?
It's 18 hours since the sale.
Maybe you should consider using Superman as your preferred postal delivery system, and then my items would be here already and you'd have your feedback....

Love it :^O
As a buyer of course, I expect feedback before I have placed my order
And as a seller before they place the order :^O
