AUD$460+ item Missing.

I bought an $460+ canon lens and the seller post it with regular parcel + tracking no.

The tracking no. shows that it was delivered on 4th Jul, but no one at my place received any parcel.

Someone was present at home at the delivery time. And we are 100% no one drop any parcel on the day.

What can I do? 

The seller show a receipt of postage, but it does not show that he put the right address on the parcel.
How can I be sure he did send the item to my address?
And for such an expensive item. The parcel should require signature on delivery?

I paid $25 for the postage, and the recipt the seller show me only cost him $16.
The postage fee i paid was more than enough to pay the extra cover and signature on delivery.
But he did not do so. And he said he was too rush in he post office.

Is he responsible to the parcel missing?

What can i do...really...

Packages being safe-dropped and stolen after delivery is my primary concern for higher value items, so personally, I add SOD to pretty much everything over about $80 (and quite a number of things under that, if they're large letters, since registered includes it). I'll insure if over about $100, to help ensure I have avenues to pursue without my buyers being out of pocket if something is lost in transit. 

But, I posted the above because I do that in spite of those facts, which are (JMHO) important to know, more important than what most sellers would do, because that's the info that's needed to safeguard against being surprised by how things might turn out, if someone comes across a seller who doesn't do that and something goes wrong.

I recently won a case through PayPal with same outcome as yours....I was the buyer....tracking shows as delivered, but AP can't say to where?? That was in March...I tried Ebay first - denied. AP second....they didn't want to deal with me, as I was not their customer (seller is). I was advised by AP to recoup funds via PayPal, and the seller to recoup funds through them.....all this took nearly 4 months
