Just wondering, if i am a buyer, and receive an unpaid item strike for an item (unpaid item case expiring), ebay closes the transaction, can i still leave feedback for the seller after that?
Or shall feedback to left prior to the an "upaid item case" expiring.

Well pointed out lyndal1838 - but even if there were no paypal protection - ITIS $2.00 , my goodness, what would you consider justifiable punishment if it were $200.00 if you are considering a neg for this? leader-of-the-band very good idea

What difference does it make if it was $2.00 or $200.00? Should sellers of low priced widgets be permitted a different standard of conduct to sellers of high priced widgets? I wonder how often poor conduct isn't noted on the feedback profiles of low priced widget sellers because of attitudes such as displayed on this thread?

of-course, bad seller deserves bad FB regardless of value of the item. But yes, I think it is more important to warn other potential buyers if seller sells $200 items than if they sell $2.
However, in this case due to the fact that NPB case was finalised it is not possible to leave FB. The whole thing was just a big mess, with seller in China who probably did not quite understand the communications. The OP did not pay, when he tried to pay the payment would not go through because the seller does not post to PO box, this info was not in the listing.

It would be the eBay checkout that is preventing the OP from paying, as the PO box address is listed as default. Paying outside of the checkout is the only reasonable solution, as then you could input the PO box address, the seller would send, and buyer protection wouldn't be compromised.
IMO, for offering a solution that meets everyone's needs and wants, this seller deserves a positive.

I understand what occured - the buyer was punished with a strike for non-payment simply because the seller didn't include all the necessary information in his listing...and then attempted to lure the buyer into purchasing outside eBay's checkout system. Anyone bother to ask why? If he's comfortable sending to this buyer's PO address, why would he need the buyer make payment in this fashion? And now this buyer is going to be further punished for this seller's unprofessional conduct by being placed on several BBL. Excellent.

Anyone bother to ask why?
For a $1.29 free-post item from China, and where paying outside of the checkout won't affect the buyer's protection on that $1.29 but will ensure he can use the PO box address....no need to ask why, because that's the answer.

The buyer doesn't want to buy outside eBay's checkout. Why should he? It was the seller in error which caused the confusion in the first place. The seller should have canceled the sale (instead of lodging an upaid dispute), apologised for the confusion, removed the blocks on PO addressees, and then requested the buyer purchase the same item again.

I think we will just have to agree to disagree on what the seller should have done - with the possible exception of cancelling the sale, as I probably would have, as I wouldn't have found it worth it to change my entire system to get that $1.29.

He's either comfortable sending to PO addressees or he's not. Apparently it's not enough of an issue for that requirement to be even mentioned on his listings, and apparently he's willing to send to the PO address of this buyer...so his settings are causing pointless confusion anyway. Ultimately, he's in error, the buyer was punished for it, and the majority of you are supporting it.
