How do the PO know there is no tracking number? Only the seller would know that. A mil direction specifically excludes parcels although smaller ones will usually be included. You have bought fro the seller before and trust them so if they say it was posted you have no reason not to believe them and if you do make a claim against them and win because there was no tracking remember karma is a concept many believe in.

Talk to the seller Michelle.
It is not fair to open a dispute and give the seller a defect when you know that you have been having problems with your deliveries.

The seller took a risk posting it without tracking.
It sounds to me as if the seller would definitely have posted it, but I suspect the situation is that if you want to push the issue & make a claim, you will get your money & postage refunded because the seller will have no way to prove delivery or even that they posted it.
It makes no difference if you think Aust Post lost it, if that seller has no proof of postage, they will lose the case.
So yes, you are likely to be able to get a refund.
If the seller has any sense they may as well bite the bullet now and fully refund you before you have to put in an offical claim.
This proves a theory of mine. You're grumbling there was no tracking but were happy to take the lower postage rate offered. Sellers might as well take the initiative and bump up prices to cover tracking.

As I had a redirection of my mail and some Ebay parcels were included in the redirection. I am still waiting for delivery of an item and have not received it and am extremely suspicious of its whereabouts as I have bought a lot from this seller and delivery time is never more than 2 weeks. Now parcel is very overdue (seller is aware of this) AND was thinking of getting a refund BUT I dont think I am able to do this as it is the Australia post offices fault. Any ideas on what I can do and NO Im not panicking again. Also enquired at Post Office about non delivery and parcel has no track number also. Grumble grumble.
Open a case because of your move (which there is a fair chance the reason why you haven't got it yet) and I hope this becomes 'I used to buy a lot from this seller, but just because I gave them an undeserved defect they have blocked me'.

Michelle, at the time you were moving, it was suggested to you that it was an inappropriate time to be ordering as this exact situation was likely to arise. Now I know hind-sight is a great thing & it's no good crying over spilt milk, but really - please stop and think about your question and the consequences.
As I recall, you had the mail redirected, but didn't realise parcels were not included in the re-direction. While I understand the staff at Aust. Post should have made that clear to you, the fact they apparently didn't is hardly the sellers fault.
Sure, with this wonderful system eBay has in place, you probably can get a refund which will also give the seller a defect - BUT as has been suggested already - communicate with the seller before doing anything drastic as there is a very likely possibility the parcel will be, or has been returned to them and if this is the case, if I were you, under the circumstances, I would probably be offering to pay for the postage for the item to be re-posted, especially as you have stated this is a seller you have bought a lot from before without any problems - you may want to keep buying from them - if you treat them poorly then you may find yourself unable to buy again.
That aside, you have to make the decision based on what you truly believe is morally correct - you have to sleep at night . . . . . .

Their opinion response should be that they are sorry you have not received it and if it is returned to them they will be happy to repost if you repay for the delivery cost or they will refund the cost of item price only less any fees if you do not want it resent.
I suspect that your attitude to this poor seller will have you added to the special list of the few sellers who read the boards and would not risk selling to you.
