I purchased a graphic card on ebay from a complete new seller (no feedback and transaction). I paid immediately via paypal.
Today I got a message from him that saying '' I am new to ebay and as new seller the funds you have transferred may not be avaliable to me for a max of 21 days. I will keep in constant contract with you to keep you up to date about the shipping''
Then I started to worry. for whoever buys stuff from a new seller, buyer needs to wait for the funds accepted so the seller will ship? I dont understand. normally I paid and then the seller shipped. how come this time is different?
I asked him about the shipping then the seller repied ''I can assure you that the order is not in progress it has not been ordered for movement from the supplier and when the funds on PayPal have been accepted rather than pending I will ship the graphic card''
should i report it as a scam?

And a paypal dispute is a better option if the item does not arrive.
Ebay is better for items not as described.

If he's saying 14/4 then chances are he's either dropshipping from China, or not planning on posting for the 21 days until the funds are released. Is it an Australian seller? Click on their feedback number and it will tell you there whether they are registered in Australia or China. If it's China, then don't let them string you along. If it doesn't arrive, don't let them send you another one, just get a refund.
Without knowing the listing, chances are it is just a new seller that doesn't know what they are doing. However, these types of items are sometimes scam items set up by Chinese to rip unsuspecting buyers off. If they can string you along for the 21 days until their funds are released, they can withdraw the money and disappear. Generally they have lots of the same item at a cheap price to lure the unsuspecting. Often they are in a category that has no buyer protection, like the automotive categories.
