Are sellers using hkipost.com to defraud sellers by providing fake tracking ID's

Buyers be Warned

Seems that ebay sellers are utilising this site to generate fake tracking ids.

there are several compaints online about this service being used to delay paypal refund claims beyond the 45 day limit.

hkipost only tracks that an item has been posted, there is no tracking of an items progress or delivery.

the site uses ebay logos on its website.

The site is not associated with Hong Kong Post

hkipost.com website whois shows a fake email address for its admin contact

Why would any buyer take any notice of an invalid tracking number from HK or anywhere else? I have had sellers provide an invalid tracking number after I have opened a dispute and all that is needed is a quick call to Paypal to inform them it is not a genuine tracking number, they usually look while I am on the phone and then issue the refund on the spot.
