Paid on 30-May-14 via PayPal, after 25 days, item still not arrived, contact seller, he replied he was in hospital, so, I was nice enough to wait for him for sometime, until two days ago, contacted seller ask where my item is? no response, yesterday contact him again, still no response.
I ordered the "FLEA SMASHER TREATMENT FOR DOGS" which costs me nearly $40 plus postage, and was kind enough to give seller plenty of times, and my dog was bitten by fleas like hell during that waiting time. what upsets me most is that, I have just found out that, this seller has been active on bay for the last couple of weeks as buyer buying stuffs, obviously, he is capable to send me the item or refund me my money without any problems.
Now, he finally made it past the 45 days deadline, he is not afraid to get kicked by ebay or paypa, isn't that an easy way to make money on bay???

I have warned him in my last email that I will going to leave him a negetive feed back. And I know that, he will only replied under his feedback with the same old story just to make his feedback profile look nice. Just because he is sick, does that mean he can take people's money in exchange for a "sorry"? ๐
Sorry you had a bad experience, but just to let you know that informing the seller you are going to be leaving a negative could be construed as feedback extortion, which is against eBay policy, and the seller may then ask to get your negative removed ๐
You have been given good advice in this thread, to not let another seller string you along. Good luck with future purchases.

But you know what, if he responds to your bad feedback and says he was ill, I think you can reply to that. Just say-you are obviously okay now though and you still haven't sent it, why not?

So, warning the seller I will leave a negative feed back, if he is not going to send me the item I paid for = against ebay's policy?
The Seller sell on ebay, take buyers money and never send buyer the item = meet ebay's policy?
I am quite surprise that ebay allow this seller to continue to live on ebay. Maybe, I shall give consumer's affair a call and see what they say. Just because the seller is good at playing the sad character at first, and then soon turn into evil and got away withi it, that does not mean he should be allowed to continue to do so.
Selling online, take people's money, and never send out the product that is called "scam" or "fraud". I do not think such behaviour is allowed in Australia.

Do not threaten to leave a negative. That is against ebay policy
Give seller negative before time runs out. Say you paid, but seller did not send item
Seller may then feel the need to refund your money or send item

According to my knowledge, even seller's will warn buyers inadvance "no pay = will get negative feedback" this is fair enough. This is like, a police warn the bad guy to put down his weapon or he will shoot, it is a kind warning not a threat.

Depending on what you say, and how you say it, it could be construed as feedback extortion...that is the way it is.
it really depends on what you have said. Look at imastawka's link to see what is and isn't OK.
