When one tries to ask,why does Ebay allow foreign sellers to masquarade as local sellers and sell items without a single word of English in the users manual.

Apart from the fact that you seem to have an extraordinary amount of 'issues' with your purchases,
complaining about the lack of English in user manuals is laughable when you leave feedback like this
Paid for 6 received 5 Asians are usually good with numbers I guss no $ sign

You are defiantly on my special list, do yourself and others a favour and contact sellers before leaving stupid feedback. you complain about Asian sellers but you keep buying from them, actually do us all a favour and quit Ebay.

"Being an eBay plus member has no weight with eBay call centre"
I'm guessing you believed it might because "premium customer service" is listed as one of the benefits? It goes on to clarify, though, "We have a dedicated team just for eBay Plus members. Call or chat with us for any questions or help with your eBay Plus membership, benefits or recent purchases. Plus, the person you speak to will work with you until your query is resolved."
Sounds to me like they are there to speak exclusively about your purchases, not their site practices (or lack thereof).
I suspect that the $49 a year pays for the actual benefits they outline (free post / returns), but if you would rather have more influence over their site practices and policies, then I suggest investing in enough shares to get at seat at the board, instead. One eBay share is a few dollars less than the annual cost of Plus, but you would need to buy quite a few of them.

How do you work out that your seller is masquerading as a local seller?
The account is registered in China...how is that masquerading as a local seller?
The item is with in Australia to be sent from UBI Logistics in Botany....that is postcode 2019 which is where you say your item came from.
There is nothing in the listing to say that there is an English language manual included.....most of this type of item has foreign language manual so why would you expect this on the be any different?
Why can't you just print out the instructions that are included in the listing if you don't understand the user manual?
