Has anyone else had any experience of a situation where a Seller has cancelled a transaction on eBay -for an item paid for through PayPal- using eBay's Cancelling a Transaction process that does not require the buyer's consent? The current guidelines for sellers on eBay about this specific process state that:
"Once you've cancelled a transaction, it's time to refund the buyer.
If the buyer paid with PayPal:
The buyer's PayPal account is automatically refunded. We then either ask PayPal to remove the refund amount from your PayPal account or place the amount on your seller invoice. "
As a buyer, I recently experienced a seller cancelling a transaction - for an item I had paid for by PayPal- using the process that does not require the buyer to accept or decline but had to ask the seller to refund because it was not done automatically.
Isn't the refund into the buyer's PayPal account meant to be done automatically by eBay? How That is my understanding anyway of what the above extract from the eBay guideleines means.
The process of Cancelling a Transaction I am referring to can be found on Help-Selling and Seller Fees-Resolving Seller Problems-Cancelling A Transaction.
I am including a bigger extract from the info about this process below so that my question can be seen in context.
You can cancel a transaction:
Up to 30 days after the sale.
Even if your buyer has already paid for the item.
You won't be able to cancel a transaction if:
You've sent the item.
The buyer has already opened a request because they didn't receive the item.
You have already opened an unpaid item case.
If there were multiple items in the purchase, you can only cancel the entire transaction, not individual items from the order.
Go to My eBay > Sold and locate the item.
In the More actions drop-down menu, select Cancel this order.
Choose a reason for the cancellation and follow the on-screen instructions.
We let the buyer know that you've cancelled the transaction. If the buyer has already paid for the item, refund the buyer.
Refund the buyer
Once you've cancelled a transaction, it's time to refund the buyer.
If the buyer paid with PayPal:
The buyer's PayPal account is automatically refunded. We then either ask PayPal to remove the refund amount from your PayPal account or place the amount on your seller invoice. Learn more about reimbursement.
Once the buyer has been refunded, we consider the cancellation to be complete.
If the buyer paid with a method other than PayPal:
You have 10 business days to refund the buyer's original payment method.
Once you issue the refund, we ask the buyer to let us know that they received it.

Not really sure what you are asking.
If the seller cancelled and has refunded - then it is done, they have that right.
If they have not refunded, contact them right away or open INR dispute to get your money back.

I am asking about eBay's Cancellation A Transaction guidelines (as shown) which state that when a buyer has paid by PayPal that the refund is "automatically" made (as shown) whereas it states if paid by another method then the seller has 10 days to refund. The infomation as I am understanding infers that eBay refunds a PayPal payment automatically but this did not happen.

Hello to all reading this thread,
My experience, I purchased an item thru ebay and completed the transaction using Paypal, that was 7th November, I recieved an email indicating that the item was no longer available????? After a short period I smelt the Rat, I had taken a bait , hook, line and sinker.
I contacted Paypal , they were already on the case , they smelt the RAT before I did, Paypal took the appropriate action and my bank statement shows that I have been fully refunded 28 th November.
How Good is that ?????

So you have no refund, I am unsure how the cancellation works now with all the eBay changes.
Open INR or as I said earlier call eBay or paypal (paypal probably easier) to sort this out.
Not sure if eBay has updated any of the policy's and guidelines since all the new stuff came in, so your C&P may be out of date.
It may also have something to do with paypals holding of funds - who knows these days, hope you can get it sorted quickly.
