seller wants paying for an item via paypal and then wants to send item via COD australia post for the postage content it seems a weird way of doing it any opinions ?

COD has a significant charge, over and above the postage cost.
tell the seller to send you an invoice including postage. If they won't, go somewhere else

What dispute would you recommend?
Given the OP hasn't actually paid and the only dispute available is the seller one for non-paying. Which the OP could easily get reversed.

Given the OP hasn't yet paid, there are no real avenues for redress. They are not out of pocket.
By all means, report to eBay. And get no result. It is easier and more productive to go with the FACTUAL, PRACTICAL advice that has been given.

Sorry, but what has the seller done that suits the vague policy you're quoting?
They're not selling 'off ebay'

It is an acceptable method of postage and not an off ebay transaction.
The seller could ask for the item to be paid for by COD as well as the postage.
The question is whether the OP is prepared to pay the very high AP charges associated with a COD parcel and accept the risk of getting an item that is not as described.

It's just very expensive postage. Not against policy
