I bought a pair of binoculars from a first time trader, won the auction and never heard from member for 12 days despite numerous messages as to total cost including postage, then I get a message to say that the cost of the item ($15.00) and postage ($10.00), total $30..00, and an "additional fee" of $30.40. Their was no mention of any "additional fees" on the item listing so I have since refused to pay.
Any information will be greatly appreciated as to my obligations, thanks.

If you had come here before leaving the seller a negative we might have had some suggestions. As it is, there is nothing you can really do now as you have effectively said it is the end of the transaction by leaving feedback.
I suspect the seller was just trying to get more for the binoculars as the listing does say they are worth a lot more than the $15 that you won them for.

If the seller opens a non paying bidder dispute phone ebay and explain the situation to them.

as you have learned now, bidding on an item with no postage quoted, and not getting a postge quote before buying can result in a nasty surprise.
Do not bid before you know what you are committing to pay.

You think it is all right to ignore ebay policy but expect other members to follow it???????
