Hello there, How can I get a full refund for an item if the item NOT as described and has some hidden issues as well? What can eBay/Paypal do about that? How eBay deal effectively with this kind of sellers? and the sellers don't answer some specific important questions about their item! is there any official dispute claim form should I apply? How long it takes? What is the guarantee of approval? I am so worry some times about this issue!
trying to keep eBay buyers on the safe side...

If you paid with paypal and it is less than 45 days since you paid, you can open a paypal dispute.
However, the very first step is to contact the seller and tell him of your concerns.
Sometimes there is no need for a dispute as the seller will refund when they know of the problem.

Definitely contact the seller first. If it is the "New Blue 2GB WMA MP3 Music Player FM Radio Voice Recorder LCD USB FLash Memery" then you really just depend on the seller's good will. If you open PP dispute they will ask you to post it back to HK (with tracking) before they refund, and that will cost minimum about $20. But many sellers from HK & China prefer to just refund/replace, rather than get negative FB.
