As above - No

but if you can post the item number here, we can have a look and see if there was any mention that perhaps you have missed or if the seller is very new etc before advising you further.

Unfortunately they can and they do even if it is not allowed. Happened to a friend recently. They just refused to pay the extra, and seller just said they had made a mistake in their listing, but had done it before according to their feedback comments. So an old trick of conning buyers they can get away with. Ebay sent a did not pay dispute in, a call to ebay was needed, but still they got away with being dishonest to the next buyer, as they still go on their way merrily.

well if ebay allow this without any repercussions to the seller, WHY have policies?might as well rid all their policies as they mean nothing..

It would appear that they do honour their number one policy of getting their fees no matter what
