Only you can, at least to start with
You may also need to contact ebay depending how it plays out
You need to messages the sellers and explained what happened and politely request/ask if they are willing to cancel
Keep in mind the seller are not obligated to do so, it is not their fault either but they are the ones that are charged fees as eBay consider their item sold even if it is not paid for
You are not going to lose your 100% as buyers can only be left positive feedback, however if the seller(s) are not willing to cancel and yu choose not to pay, you get an unpaid strike if the seller chooses to open a case for one
IF the sellers will not cancel and do open unpaid cases, you could try contacting eBay nd explaining what happned and if they will remove the strikes, they may or may not but it would be best to use the have us call you option for something like this
They may be aware of such an issue and others may have also contacted them

You say you've committed to buy the same item from 3 different sellers, I would almost guarantee that at least one of them will open an "unpaid item dispute" against you.
As bear has said if you don't pay you'll get an "unpaid item strike" against your account. One in 12 months won't affect you but 2 or more will see you blocked by any seller that has their "buyer blocks" in place.
With regard to the problems in accessing the Paypal site, try clearing cache and cookies then rebooting you computer.

What padi said. And never, never, never keep on trying to buy after you have clicked to pay once. Back out and check your account.
How is a 'failure' of eBay's systems in any way the sellers' faults? Why have you arced up at them, when you admit the fault was eBay's. Or yours.
