Closed dispute before refund

seller said I had to close a dispute in order to do a partial refund. I closed dispute but then he didn't send a refund. Now I cannot get back in to chase it up. Any ideas? This seller is a crook. He promises and then does not deliver. Also he communicates with almost AI generated responses

No, once you close a dispute you cannot open it again

You do not need to play along with the seller

Did you check their feedback before buying?

Did you leave them neg feedback?

If you paid through Paypal, you can open a dispute there for not as described or not arrived

Or a chargeback with your bank as the last resort
