Received an item incorrectly addressed for another eBay member/buyer.
Am unable to find a way to contact eBay with a general enquiry.
It is like if it does not fit a prescribed box your screwed.
Anyway enough **bleep**ing, does anyone know how to contact ebay with general enquiries.

Why do you need to contact eBay about this?
eBay do not sell anything, nor are they responsible for addressing, nor for sending the item
Likely why you cannot find a 'prescribed box'
No need to 'bleep' around, a very simple matter of contacting the seller and letting them know the issue

If the item has the seller's name on it, use the link below and scroll down to "only show items from" check that box then put in the seller's name and contact them through one of their listings.

Did you actually buy anything? your heading is confusing in that you saying it does not relate to buying but the item that arrived was for 'another' buyer?
Is this one of those brushing scam items that people are sent like a toothbrush or seeds with no return address?
Or that you were sent someone else's purchase and they have been sent yours?
(seller mixed up item with address?)

No, there is no "general enquiries" option for live chat, but you can still get through to an agent if you really want to.
Was there another name on the label/envelope?
How do you know it was an eBay transaction? Was there an eBay reference number on the envelope?
Did the item arrive out of the blue or did you have a tracking number for something you had bought and when the item arrived you saw it was addressed to someone else?
There have also been people who got items they had not ordered - with their name on the envelope - , but this does not seem to be your case from what you said.
So we need a bit more information.

How could you possibly know that the addressee is another Ebay member?
How could Ebay even help with this? They didn't send you anything.
Was the item something small, like seeds? If so, look up "brushing scam" - this is usually associated with Amazon sellers, who send random small items to lots of various people and then crate fake "reviews", using your details.
