I've bought and paid for an dress on ebay, listed as BNWT, but came frayed, crumpled, in unwearble condition, and I had to cut it out of the bag eventually, as it was parcelled stuck in the sticky closing. I tried to contact her twice, with no response. After the fact, I looked at her complaints: she had sufficient that I contacted one of the complainants who'd bought a different version of the same dress. She said that sh'd contacted paypal, but they'd closed her case without refund; I've contacted ebay, but I'm not expecting much movement either. WHAT'S THE BEST WAY TO PROCEED? THIS SELLER SPOILS THINGS FOR ALL OTHERS...

Contact the seller, and send her photos of the dress in it's current condition. What did the pics in the listing look like? Did it have tags?
If you can't come to an arrangement with the seller, you can open a Paypal case for Item not as described. You will need to give Paypal as much information as possible, but in the end you will probably be required to return it, at your expense, by trackable means (registered or click and send) to obtain a refund.

When did you buy the dress?
Keep a close eye on the dates because you only have 45 days to open a Paypal dispute from date of purchase and it concerns me that you haven't had a response to any of your 3 emails.
If the seller fails to reply next week then you should open up an SNAD (significantly not as described) dispute. (I say next week because of the Australia Day long weekend could see more than a few sellers on holidays)
Sometimes opening the dispute prompts the seller to reply.
