Given eBay's bias towards buyers, if you got ripped off (again) perhaps it's time to actually read eBay's policies, specifically the MBG.

In answer to your rant, no, eBay probably do not give a **bleep** about your inability to use the remedies they provide.

I don't know personally as I have always been successful in getting a refund if a transaction has gone wrong.

How long since you opened the item not received dispute?

How have you been ripped off? almost impossible as a buyer, if the buyer follows the proper procedures

The best way to avoid almost certain problems is to not buy from questionable sellers in the first place, the one you left the neg for is in Hong Kong with horrid feedback
