EBay complaint

In March 2023, I bought an item from an eBay shop. Item has never worked properly despite being advertised as “new, AU stock, Warranty”. Seller had ‘No Returns’ activated so I cannot use the usual return functions. I have made numerous attempts to contact the seller since April, to no avail, until this week when they claim to be unable to find my order…I sent the order # and have heard nothing since. How does one make a complaint to eBay?

Maybe instead of researching ACL,  you should have researched the Ebay MBG,  far better than dealing with a chinese seller who doesnt come under the Australian Consumer Law.
