My dad bought a phone, which when he followed up with the seller as it did not arrived and was advised it was "lost" and seller did a Paypal refund, which was cancelled
He lodged an EBay MBG claim and another refund was started, and cancelled
Finally today he was able to escalate to Ebay, and lo and behold another Paypal refund appeared, so he now needs to wait til 26 May to take action.
How many times can a seller pretend to return your money before Ebay will step in?

Ebay will not step in unless/until the buyer or the seller asks them to.
They do not step in automatically.
Your father should have asked them to step in as soon as he opened the dispute as the seller has already proved to be dodgy.
Why did he not just open a paypal dispute if that is how he paid....it is a lot quicker than an ebay dispute when an item has not arrived.

He did select escalate asking Ebay to step in, but the seller then refunded again. Ebay was supposed to take 7 days, but Paypal was 40 looking at their websites

Are you able to close the eBay dispute? If you are, close it then open one in PayPal for item not received. If the seller doesn't have any money in their PayPal account, they should refund you, then go after the seller to recoup the funds.
In future, PayPal for item not received, eBay MBG for item not as described.
