Ebay contact harder to find

I've been trying to find Ebay chat and it seems impossible. I'm having trouble getting my money back from a seller that I didn't receive an item from back in January and the seller is being a real **bleep**. He's sending me blank messages now in reply. Ebay used to be brilliant backing buyers up when things go wrong but no longer it seems. I'll be honest and say that I won't be using Ebay again as I no longer feel confident of getting back up from rougue sellers. I'm putting this here in the discussion boards as I can't find any way of actually contacting Ebay.

It is way too late to get your money back through eBay you need to open an item not recieved dispute in PayPal

The limit on eBay is 30 days 

eBay will 99% back the buyer no matter what  IF the correct procedure is followed 

Did you open an item not recieved dispute and follow it up within the time limit?

Well I got my money back through the seller...at last but I won't be buying anything through China again.
