I've contacted Ebay on two occasions now. Last time an agent phoned me and we spoke about this seller. I received an email telling me to do nothing and that Ebay would investigate further. I've not heard a word back since from Ebay and that was 4 days ago now. $140 is in the sellers bank.
It's impossible to contact an agent easily. These supposedly "report a seller" pages tell you to bugger off and wait at least 30 days. Useless. There seems to be no way to ask for an Agent to phone me.

What was the estimated delivery date?
Unless THAT was more than 30 days away, you do not need to wait that long to open and follow through with an item not received dispute
Was this from the seller in China with the awful feedback?

You don't have to put up with this nonsense and you don't have to bother with having an ebay agent ring you either.
When you buy something on ebay, the price is the price. Sometimes sellers underestimate a postage price but when this happens, the buyer is under no obligation to pay extra.
The seller then has 2 avenues that can be followed. They can choose to cancel the sale if they wish, or they can post at a loss.
I have no patience with your seller as if you are unwilling to pay more postage and they are unwilling to send, then they should have cancelled and refunded your money by now.

Have a look at your purchase details and in particular, at the expected delivery date range.
The very second that that date has passed, you are eligible to open an ebay claim on the basis that the item has not been received.
That is exactly what you need to do. You don't need an ebay agent to help you, you can do it all online, yourself, it is an automated process.
You don't need to contact the seller. Once the claim has been opened, they need to either supply evidence of tracking and delivery or else they need to refund. That is the ebay money back guarantee. You are covered.
You will need to follow up on your claim once you open it & finalise it for your money back but at least you'll have that refund.
You may even be eligible to open a claim now. Don't leave it as you only get 30 days after the expected date of delivery in which to claim. So open it asap.
