An Ebay member refuses to communicate regarding a warranty claim. I have sent numerous emails, left messages, complained to ebay support and the member refuses to take any action. Can anyone avise how I can force this member to engage other than legal action.

You have not told us the problem with the item so I can only advise such:
If the item has broken, within the 45 day claiming period you can open SNAD dispute with paypal.
If it is over the 45 days you may have more difficulty as items sold on eBay are generally not honoured under manufacturers warranties unless the seller is an official distributor of said item.
You may be able to claim a chargeback via your credit provider if you funded your payment with a credit card.
If it is less than 60 days - you can leave the seller a very heartfelt NEGATIVE.

What kind of legal action available to you could force someone to engage with you?
But apart from that, what the wise greencat said and some more info might help.
For example, date of transaction.
Method of payment
Domestic or International Seller?
Is fraud suspected?
