I received a feedback revise request from the seller. Just want to know if I do not reply (not accept and not decline), what will happen if the request case closed.

You will receive a reminder from eBay after 7 days to respond to the request.
If you don't respond and do nothing the request just expires and closes after 10 days and the feedback you left remains, unless the seller seeks removal by eBay on the grounds it meets one of the requirements for feedback removal.

Nothing, basically - not replying ultimately does the same thing as declining in this instance.
If you agree, the revision has to be done manually and then confirmed, so if you decine or ignore, nothing can actually change. If you're not interested in revising the feedback, though, and definitely want it to remain as is, I would personally advise declining the request, as then both the seller and eBay have an official, clear indication that you want the feedback to stand as is.

Did they give a reason for the request? I presume you left a negative. Was the negative deserved? I have seen many buyers leave negative feedback because they didn't get what they expected, because they simply didn't read the description. Some complain the colour is not right, not knowing that all monitors are different. Some complain that the seller charged more to post than the cost of the stamps (they think packaging comes for free), many other silly reasons. Not saying this is in your case, I am just asking. If you left a negative for something really bad, then that is ok, but wondering what your complaint actually was, and did the Seller rectify the problem? To request a removal of negative or neutral feedback indicates they think the feedback is unfair. I have even seen positive comments entered as neutral or negative feedback. You need to give more information for people on the forum to give you their thoughts on this.

I can only see one neg you have left for a seller and that seller is NARU - so don't think it will be an issue any more.
And if it was as you said item not received and no refund - the neg should stand!
