Without having anything to test it on at the moment, I'm going to interpret the T&C's literally, and say it will discount only one item :
The voucher is valid for 10% off the total purchase price for one item, up to a maximum discount of $50, on eBay.com.au only. This voucher can be used for one transaction only.
It says total purchase price, I assume, because it includes postage, but theoretically a quantity higher than one (of the same item) is still a single purchase, so...(I imagine it would be difficult to apply the offered discount when there are various items in the same transaction, but it might be different when you buy two of the same item).
In short

It's a pity you can't know for sure until you take the plunge and test it (or someone else does). I have something I'm interested in using it for, but the seller has singles and doubles listed separately, and buying the pack of 2 is cheaper with or without the voucher... So, I'm no help whatsoever. o_O

Are you familiar in any way with the sellers? You could maybe ask them to do a custom listing for you, so that 2 x pairs is the one item.

I have not seen this particular offer but in the past the discount has been off the total invoice price no matter how many items are on the invoice.
