I was recently asked to pay for an item via paymate, which I have never heard of. The seller only accepts credit card payments. I declined the transaction.

paymate is one of the safe payment methods offered by eBay sellers.
If Paymate was the safe payment method stated in the listing (and no other payment method was stated) it is wrong of you to decline the transaction.
Every seller must offer at least one safe payment method. These may be PayPal, Paymate or Merchant Credit Card Facility.
They may also offer additional methods of payment such as Bank Deposit, but they do not have to.
If the seller did state PayMate in their listing and that is the only payment method they stated, then, by law, you are legally obliged to fulfill the contract that you formed when purchasing from that seller. If not mutually agreed to cancel the contract, the declining party who fails to fulfill their legal obligations is in breach of contract.
