or sent or acknowledgeed that i won the said item

If paid by PayPal, they are updating personal informations,

I just got it on Monday 18th, during updating period you are not able to pay or withdraw money,

account is frozen till updates are finished.

Go to your PayPal account you will see in message bank red 1.

you need to update you personal informattions on PayPal, call them its faster.

click help search for the phone icon.

 In other words, the situation is resolved. It wasn't to do with PayPal updating personal information, but a known glitch, as digital*ghost said. Quoting:

 If you were yourself unable to pay or withdraw money, and had a frozen PayPal account requiring you to update your details, that was a separate issue. In fact, since you've mentioned "updates" and "phone icon", I take it that you are talking about the PayPal app, not PayPal itself. It's certainly possible that cheyanne98rose used his/hersmart phone rather than a desktop or laptop computer, but s/he hasn't said that this is the case, and we can't assume it.

I don't think I've ever used the PayPal app for a transaction, although I have the app on my phone. I've certainly never used the eBay app to bid, buy or pay; I know how glitchy the eBay app is!
