Please let me know when will I receive my dress.

How long ago did you pay for your dress?

The fact that there is no record of the item number often means that it has been removed by ebay.

The listing for the coat has been removed and the Chinese seller is no longer registered.

Log on to Paypal and open a dispute immediately. Escalate the dispute to a claim as soon as the system allows.
