How do I lodge a complaint against a seller failing to deliver on the offer of combined shipping?

You need to negotiate with the seller.

However consider the following.

1. Combined postage doesn't necessarily mean a postage discount, only that the items will arrive in one package.

2. Combined shipping may only be available for a few items but if the weight jumps it into the next category the postage may be more.

3. eBay has stopped a lot of sellers combining postage prior to payment.

4. Negotiate with the seller PRIOR to purchase

What kind of discount did they offer?

Did you request they send you the amended invoice before paying?

(And, as mentioned was it indeed an offer of cheaper postage or simply combined postage, two totally different things)
