I purchased 3 items from User and never received them. I contacted seller and they said i had to wait due to them coming from China therefore I was unable to open a case file or leave negative feedback.
I don't care about the money but othe Buyers need to be aware that this User is commiting fraud.

IE. What was the item location is the listing.

DO NOT let the seller string you along till 45 days pass to open a dispute
This is what a lot will do to avoid having to refund.
And if they are a power seller you can not leave neg feedback for at least 7 days after the purchase so if it is only less than 7 days then you need to allow at least 10 working days for the item to arrive.

They have some seriously bad feedback too.
OP, always check a sellers feedback before buying.

At best it sounds like they're drop shipping.
@ the OP.
Other posters are right, sellers will often string you along to deliberately put you out of time for making a claim in the event the item never arrives to you, even if they did genuinely send it. This is especially the case with many China sellers, along with others overseas with notoriously slow and/or unreliable postage services.
It doesn't matter how nice or polite a seller may be, or how long they state it may take to arrive, always lodge a not received claim with paypal before your time to do so has expired. When you do, you have the opportunity to send a message to the seller as part of opening the claim process. In the message you should simply state something like.. "Hi, I realize that the item is still on it's way, as you have informed me, and it should arrive before too much longer. Whilst I am willing to wait the quoted time for it's arrival, I have however opened this claim in a timely manner to ensure that I remain covered with Paypal in the eventuallity something goes amiss in transit and the item doesn't arrive as promised. I'm sure you understand, thanks."
Any legit/reasonable seller won't have any problem at all with your doing this.
Good luck.
