I just eBay googled in the searchy space up the top there "Licensed fabrics"
on the left hand side there is a little slidy thing that you can maneuvre and set to a minimum and maximum price.
or you could just select "price, lowest first" in the sort menu on the top left hand side.
I also tried Kids Licensed Fabrics
Childrens LF
and other variatione etc
also use other key words like material or even specific ones such as Disney etc
got a few hits.
Outside of eBay, I guess it's just a case of either letting your feet or fingers do the walking - ie ring around, walk around material stores, or maybe even just a general google search for suppliers. Then ask the relevant questions.

Your chances of finding genuine licensed fabric, in other words not in breach of copyright, are small to none unless you are buying from a reputable company who are licensed to sell the product and are an Australian registered business so you can go after them if you land up in court for selling counterfeit products.

Nope. When you buy a licenced product, you are allowed to sell it under the first sale doctrine, meaning that you can sell that licensed product once, and only once, as it was when you bought it.
You can buy licensed fabric for your own use and the item that you have made from it, you can sell once again under the first sale doctrine.
You cannot buy licensed fabric with an aim to profit from items made from it. It is normally written on the selvedge 'for personal use only', but even if by some chance it isn't...............I am not sure any eBayer would want to take on Disney or Sanrio.
And if the OP sold such conterfeit items on eBay, some petty person would report them, wouldn't they PJ?
