Can a seller cancel an item when there is a bid already and claim no bids as the reason for the cancellation

Yes the seller can cancel a listing with bids up till the last 12 hours till it ends.

If there is no bids it can be ended at any time.

Much better for the buyers that the seller cancels rather than refuses to sell if the price is too low for them to be happy to sell for.
