I bought a pre-order item on Octo 2013 which will be released on Jan 2014. but ebay tole me that i have to leave feedback! If there was a problem, please go to the Resolution Centre by 17/11/13. how come i have to leave feedback that i havent received the item? if the seller wont send me the item, can i open a dispute after 17/11/13?

You can only open a dispute up to 45 days after the sale date.
Pre-orders are supposed to be available for posting no more than 20 days after the sale.

It was your choice to purchase a pre order item so not fair to open a dispute on the seller. He can not send it to you by the 17th if it is not being released till next January.
Just explain you do not want to wait that long for the item and ask him to cancel your order and refund your money. Time enough for a dispute if he refuses.

Feedback is voluntary so you don't have to leave feedback if you don't want to,also the seller shouldn't be pre selling anything if they can't deliver it within the 20 days.

if ebay does not have the pre-order policy, im happy to wait until Jan nxt year. however, if i cant open a dispute after 17/11, whatelse can protect my money? that's why i sent a email to the seller to ask for refund! ! Also, I just knew that for pre-order itemthe
seller must ensure that the item will be posted within 20 days from receiving payment
The seller must clearly indicate within the listing that it's a pre-sale item with postage no later than 20 days after payment, including the date on which the item will be available to post.
